Why does the building treat water in a riser as such a serious matter?

Because the riser passes through every floor. A residential building of any height is divided into fire compartments, and the shafts carrying services between them are sealed at each level precisely so that smoke and fire cannot travel up them. Water running down a riser can damage those seals, soak insulation, reach electrical distribution and set off detection across several floors, and the consequences reach well beyond the flat where it started. That is why building management will usually want the section isolated immediately and inspected properly afterwards, and why an engineer working in a riser cupboard in a tall block is subject to rules that would look excessive in a house. It is not bureaucracy for its own sake.
